Verification and the QR Code Prohibition

Under DLD Circular No. 29/R/2025, every Power of Attorney submitted for a real estate disposition must be verified through the issuing authority’s official electronic platform. The Circular restricts verification to three named portals. No other source of verification is accepted.

The Three Authorised Portals

Dubai Courts

Used to verify POAs notarised through the Dubai Courts Notary Public. The portal returns the document record against the reference number issued at notarisation.

Abu Dhabi Courts

Used to verify POAs notarised through the Abu Dhabi Judicial Department. POAs notarised in Abu Dhabi may be used in Dubai property transactions provided verification through this portal succeeds.

Ministry of Justice

Used to verify POAs notarised through Ministry of Justice channels and other UAE judicial authorities outside Dubai and Abu Dhabi.

The QR Code Prohibition

The Circular strictly prohibits QR codes as a verification method. A QR code printed on the POA, however authentic in origin, does not constitute valid verification under the Circular. Verification must be conducted through one of the three named portals using the document reference. Reliance on QR codes as a stand-alone check is not permitted.

What Verification Confirms

Portal verification confirms three things: that the POA exists in the issuing authority’s record, that it has not been revoked or expired, and that the wording on the file matches the wording presented.

A POA that cannot be verified through the relevant portal is treated as if it does not exist for DLD purposes.

Verification of the Principal's Data

Independently of document verification, the Registrar cross-checks the principal’s name, Emirates ID, and passport number against the DLD system. Where the POA cites an Emirates ID that has since expired, a copy of that document must be provided and the POA verified through the relevant portal in any event. Mismatch between the POA’s identification details and current records is a registration risk that should be resolved before lodging.

Practical Implication

A POA that cannot be verified through one of the three portals will not be accepted, irrespective of how the document is presented. Notarisation channels outside the named authorities — including private channels not feeding into the Ministry of Justice eNotary system — should be checked for portal compatibility before use.
